Test timings

Master-only per-test medians compare the last 7 days with the prior 28-day baseline, grouped by job. Rows need at least 3 samples, weekly trends cover 12 weeks, and new tests can be filtered as new/uncompared. Removed tests age out of the rolling data. Functional timings are whole seconds; unit timings are often hundredths.
